Job Description

The Position:

The Sexual and Reproductive Health Supply Chain Manager is located in the Country Office (CO) and reports directly to the Sexual and Reproductive Health Officer.

Job Objective:

The LSC’s role is to contribute to strengthening the Contraceptive Supply Chain under Phase III of the UNFPA Supplies Partnership Programme, within the framework of COMPACT parameters, the annual plans specified in Health Systems Strengthening (HSS), and UNFPA policies and procedures, in order to optimize assured availability within the framework of the Sustainable Development Goals, the UNFPA mandate, and national health policy and regulations.

The actions planned to achieve these objectives are aimed at strengthening national and subnational capacities for predicting contraceptive use and procurement, ensuring their availability to the last mile. These include: strengthening internal and external contraceptive supply systems and logistics chains at both the central and local levels; consolidating national and subnational strategic planning mechanisms to improve the estimation of contraceptive needs and procurement at all levels of the supply chain; providing technical assistance to strengthen investment in contraception, including monitoring the COMPACT Declarative Agreement and managing the revolving fund and purchases through Third Party Procurement or Co-financing Agreements (CFAs); and implementing key instruments and actions within the Last Mile Assurance (LMA) cycle and UNFPA Supply Management policies.

Specific objectives include:

Support the design and implementation of a Master Plan for Supply Assurance that allows for the support and political commitment of the Honduran government through the Ministry of Health (SESAL) and that serves as a strategic roadmap for strengthening the supply chain, in order to ensure access by the Honduran population to safe, effective, quality and adequate medicines and health supplies using transparent procurement at fair prices through an integrated and efficient supply system. Provide technical support for monitoring the interventions included in the Master Plan and promote the participation and commitment of key stakeholders in SRH and maternal health supply chain management at the national level.
Strengthen monitoring and accountability of SRH and maternal health supply chain processes, enabling quality data and information on essential logistics information, supporting annual estimation and budgeting processes.

Support the implementation of the National Guidelines for SRH and Maternal Health Supply Chain Management, contained in the Guide for Operationalizing Family Planning (FP) Services with an Emphasis on Last-Mile Assurance, and other regulations related to the management of Sexual and Reproductive Health (SRH) supplies.

Knowledge of the Honduran health system, standards, protocols, guidelines, and policies related to comprehensive adolescent health care, and knowledge of PAHO/WHO and UNFPA methodologies for implementing adolescent-friendly services.
Proficiency in current office software applications
