How can you make a difference?

Under the close supervision and guidance of the Health and Nutrition Specialist, the program assistant supports the respective section (s) by carrying out a range of procedural, administrative, and operational tasks, to help develop, implement and monitor their country programme, ensuring timely and effective delivery that is consistent with UNICEF rules and regulations.

Key Responsibilities

Facilitating the processing of contracts for consultants, vendors and external partners that support the office in program delivery. This includes preparing and filing documents, completing necessary forms and templates, uploading TOR’s in UNICEF’s financial system (SAP based), and making necessary logistical arrangements. Keeps vendor lists, partners, and consultant rosters up to date.
Collecting invoices and filing documents for approval and thereafter processing in the financial system and other platforms.

Preparing and maintaining records, documents and control plans for the monitoring of project/programme implementation and financial expenditures.
Supporting the management of administrative supplies and office equipment.
Maintaining office calendar and arranging meetings. Taking minutes of meetings and keeping the correspondence of the team well organized.
Providing travel assistance to staff members in section for travel arrangements and entitlements based on the organization’s rules and policies. Liaising with relevant travel focal points to ensure that the organization obtains the best service and price for all travel.

Preparing and maintaining records pertaining to program planning and development for his/her respective section.
Carrying out transactions in the financial system ensuring program results, activities and program coding are as per annual work plans (AWPs) and makes amendments and alterations as per section revisions when necessary.

Liaise with colleagues from respective program sections in planning procurement and contracting initiatives, supporting development of relevant specifications, terms of reference, and logistics arrangements and timelines.
Collaborate with the Supply & Logistics associated with the process of Requests for Quotations (RFQs), Invitations to Bid (ITBs) and Requests for Proposals (RFPs). Assists with bid openings, and technical and financial analysis of offers when required.

Collaborate with the Supply & Logistics associate in the creation of Purchase Orders and contracts and take necessary action in coordination with the relevant Programme.
Collaborate with the Supply & Logistics associate to conduct local market surveys on ongoing and regular basis for identification of potential suppliers to procure the goods and services at competitive costs.
Provide support in logistics, following standard processes and contributing, directly or indirectly, to the effective delivery of program supplies.
Review needs for contracting of logistics third party services (eg customs clearance, warehousing, transport, distribution) and transmit all supporting information for contracting of such service providers including establishment of KPIs and performance monitoring mechanisms.

Minimum requirements:

Education: Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization. For this position, a bachelor’s degree from a recognized academic institution in a relevant field may replace three years of related work experience and a master’s degree may replace an additional two years.

Work Experience: A minimum of five years of progressively responsible administrative or clerical work experience is required.
Language Requirements: Fluency in Spanish and Intermediate English is required
Desirables:

Developing country work experience and/or familiarity with emergency.
Experience in procurement processes will be considered an asset.
Experience with SAP is an asset
