Job Description

Organizational Context

UN Women, based on the vision of equality enshrined in the United Nations Charter, works to eliminate discrimination against women and girls; empower women; and achieve equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security.

The UN Women office in Honduras implements programs and projects in various thematic areas, including women’s political and economic empowerment, peacebuilding, the prevention of violence against women and girls, and the mainstreaming of gender equality into public policies.

The hired individual will work under the supervision of the Project Manager and in close coordination with the various program areas. Their role will be key in the planning, monitoring, and financial and administrative execution of the office’s initiatives, providing technical and operational support to ensure effective and efficient implementation in accordance with institutional standards.

Scope of Work

1. Provide administrative and logistical support for program formulation and management.

Provide administrative support in the preparation of project work plans, budgets, and proposals for the implementation provisions of established programs and projects.
Provide technical guidance to the project team and partner organizations on the routine implementation and reporting of project-supported activities and finances
Prepare information for the project audit and support the implementation of audit recommendations
Review program/project data for the country office/regional office website
Identify sources and gather and compile data and information for the preparation of documents, guidelines, speeches, and position papers.

2. Provide administrative support to the financial management of the Programs Unit

Prepare periodic project budget reviews, review awards, project financial status, determine unspent funds, and complete operational and financial closure of a project.
Provide administrative support in monitoring the preparation of program/project budgets and finances, including the completion of FACE forms.
Review financial reports for donors, prepare non-PO vouchers for development projects.
Timely financial monitoring of assigned projects.
Create requests in Quantum for the project; record payment receipts; and assist with invoice preparation and tracking.

Quality review of implementing partner settlements.
Attention to internal and external requirements related to the activities of the program areas linked to procurement processes (Request for Quotes, Request for Proposals, Direct Contracting, Invitations to Suppliers, etc.)
Prepare and monitor procurement processes for amounts under USD 5,000.00, including: quotes, comparison tables, purchase orders, and exempt purchase orders, in accordance with the limits stipulated in the administrative process flowcharts.
Preparation and review of payment requests and supporting documentation
Partner Agreement Management: budget review, disbursement tracking, and settlements.
Recording of requisitions and transactions in the Quantum/ERP system.
Preparation of annual work plans and monitoring of budget execution.

3. Provide administrative support to the Program Unit

Support in the logistics coordination of trips.
Carry out all logistical, administrative and financial preparations for the organization of meetings, workshops, events and missions
Maintenance of files, correspondence, inventories and contact database
Provide guidance and training to Program Assistants as needed
General support to other activities in the area as required.

4. Provide technical support to the Projects in the Area of ​​Elimination of Violence against Women and Girls and Political and Social Participation of Women

Support the monitoring of consulting processes that provide technical assistance to the project’s beneficiary organizations.
Maintain and monitor relationships and communications with beneficiary organizations and other project institutions and counterparts.
Maintain and monitor relationships and communications with partners, women’s organizations, and CSOs.
Gather technical information about the project, with special emphasis on monitoring the information generated.
Contribute to the preparation of reports, documents and written communications related to the project
5. Support for the area of ​​Elimination of Violence against Women and Girls and Political and Social Participation of Women

Support knowledge management/capacity building of partners/counterparts
Technical support for the organization and monitoring of dialogue spaces with civil society organizations, public institutions, and other key stakeholders.
Carry out all logistical, administrative, and financial arrangements for the organization of meetings, workshops, events, and missions.
Participation in planning, monitoring and evaluation meetings of programs and projects directly executed by the program office

Support in the preparation and review of thematic documents when required.
Gather informational materials and prepare PowerPoint and other presentations
6. Others

The incumbent also performs other duties within his or her functional profile as necessary for the efficient operation of the office and organization.

Minimum Qualifications

Education and Certifications:

High school diploma
Bachelor’s degree in Administration, Finance, Economics or other relevant area
Desirable, Master’s degree in Finance or related fields.
Experience:

Seven (7) years of experience in administrative, procurement or budget positions, if you have a secondary education, or four (4) years of experience if you have a bachelor’s degree.
Three (3) years of experience in offices or development projects with external financing.
Having worked with agencies of the United Nations System will be considered an advantage.
Experience working with the ATLAS, QUANTUM or ERP systems will be valued.
Experience working in customer service.
Languages

Spanish: Advanced (required).
English: Intermediate to Advanced (desirable).
Others:

Mastery of MS Office: Excel, Word, Power Point, Internet.
