In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took a historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview:
The position of Women’s Governance and Political Participation Specialist has the main objective of providing technical assistance to the Unit for Financing, Transparency, and Oversight of Political Parties and Candidates in Honduras. This role is crucial to ensuring that the gender perspective is effectively integrated into the electoral cycle, including the incorporation of gender indicators and variables into financial control mechanisms. The specialist will be expected to develop tools and strategies that promote women’s political leadership and improve financial traceability with a gender perspective. Additionally, the specialist will be responsible for training UFTF staff and fostering the exchange of experiences between female candidates and elected officials.
Duties and Responsibilities:
The Specialist’s responsibilities include: 1) Developing a work plan and schedule of activities; 2) Assessing current practices for integrating a gender perspective at the UFTF and drafting a diagnostic report with recommendations; 3) Designing and implementing strategies to integrate gender considerations at the UFTF; 4) Facilitating training processes for UFTF staff and candidates on the Financing, Transparency and Oversight Law; 5) Conducting a comprehensive gender analysis of financial control mechanisms; 6) Promoting the exchange of experiences among female candidates and documenting good practices; 7) Developing an Institutional Gender Policy and creating a repository of products generated by the consultancy ; 8) Holding periodic meetings with UN Women and other relevant actors. 9) Prepare progress reports and report to the UN Women Governance and Political Participation Area.
Required Qualifications:
The candidate is required to have a high school diploma, with preference for a bachelor’s degree in social sciences, political science, or related subjects. A master’s degree in project management, law, or political science will be an asset. In addition, a minimum of 7 years of experience in governance and political participation is required, with at least 2 years in topics related to women’s human rights and/or gender equality. The candidate is expected to have advanced Microsoft Office skills and English language proficiency.
Educational Background:
The candidate must possess at least a high school diploma, with preference for a bachelor’s degree in areas related to social or political sciences. A master’s degree in a relevant field is desirable, but not mandatory.
Experience:
The position requires a minimum of 7 years of experience in roles related to governance and political participation, with a focus on development cooperation. If the candidate only possesses a high school diploma, 7 years of experience will be required, while if the candidate has a bachelor’s degree, 4 years of experience will be required.
Languages:
English proficiency is mandatory, and other languages will be an asset, especially those relevant to the local and regional context.
Additional Notes:
The consultancy contract will be managed by UN Women and will be paid monthly, subject to satisfaction and approval of the results. The consultant is required to have medical insurance for the duration of the contract, with international coverage if missions are undertaken. The consultancy does not include field trips, but if required, UN Women will cover subsistence and transportation expenses. Supervision will be provided by the UN Women’s Area Coordinator for Women’s Political Participation.
