In this regard, its work in the area of democratic governance focuses on supporting reforms, mechanisms, and oversight mechanisms that promote citizen representation and participation. It promotes improvements in the exercise of human rights, focusing on the right to development and the rights of women, Indigenous peoples, and Afro-Hondurans, and strengthening transparency and effectiveness in the provision of public services.
Legal certainty and consistency in citizen identification are pillars of good governance and efficient service delivery that benefit the population, especially those sectors of society that need them most, whether from government and/or private institutions.
Based on the above, the National Registry of Persons (RNP) has prepared a 2020-2024 Institutional Strategic Plan (PEI) informed by the diagnostic recommendations, but challenges remain.
The PEI establishes a roadmap to modernize the RNP and its services, aligned with Honduras’ Digital Agenda. The key strategic objectives are: (i) Strengthen the civil registry to guarantee the legal identity and inherent rights of every natural person through the timely registration of vital events; (ii) Strengthen identification processes to enable the exercise of rights, including the identification of minors between 6 and 17 years of age; (iii) Strengthen file and data management to ensure the proper updating, safekeeping, security, preservation, restoration, and protection of RNP data; (iv) Strengthen the RNP’s management, administrative, and operational capacity under a results-based management approach; and (v) Implement an interoperability platform to improve service delivery to the public and private sectors.
The main objective of the Honduras National Civil Registry and Identification Ecosystem Strengthening Project is to strengthen the national civil registry and identification ecosystem by improving the birth registration and child identification process, and facilitating people’s access to public and private services.
The project aims to cover the registration process with biometric characteristics (facial, fingerprints and/or plantar) of approximately 3.4 million children and adolescents (NNAs), comprised in the demographic group between 0 and 17 years old.
The expected results of this project are: 1) Ensure the proper registration, registration and identification of newborns through the reinforcement of timely, universal and free registration action in 52 hospitals and health facilities nationwide (public, IHSS and private); 2) Enrollment with facial and fingerprint biometric characteristics of approximately 2.4 million children between 6 and 17 years old through agreements with SEDUC, SESAL and registration of children in special situations of vulnerability through the Timely Identification Network (RIO) and mobile brigades; 3) Delivery of children’s identification cards to approximately 2.4 million children between 6 and 17 years old; 4) Develop the legal, regulatory and technical framework to implement a National Identification Ecosystem (interoperability, innovation), promoting transparency and efficiency in the RNP service model. 5) Carry out initiatives to promote registration culture.
For this purpose, it is necessary to hire an administrative assistant to support the proper administrative management of the actions planned in the project and within a teamwork framework.
Scope of Work:
Objective:
To efficiently and effectively support the processing of administrative actions for RNP Strengthening projects, contributing to successful implementation and optimal utilization of allocated resources.
Duties:
The Administrative Assistant will be responsible for carrying out administrative and financial tasks in coordination and complementarity with the existing technical and administrative team.
You will be assigned the following tasks:
Provide administrative assistance in the implementation of assigned projects.
Provide administrative support in strict adherence to UNDP procedures, with an emphasis on efficient budget execution and effective controls.
Carry out micro-purchase processes, requisition requests, tax exemption processes, settlements, disbursement requests, and payment management, within the framework of UNDP policies;
Support the identification, request, receipt and management of the provision of materials and supplies for projects;
Support the preparation and monitoring of the annual project procurement plan.
Other administrative support activities, as requested by supervisors and aligned with the needs of the projects and UNDP.
Support the management of counterparts linked to the assigned initiatives.
Support the organization, logistics, and administrative aspects of missions, as well as Project Board meetings, drafting and circulating minutes, and other meetings, workshops, and/or events relevant to supporting project management;
Support event setup, taking on roles in logistics management and securing supplies for settlements.
Support the contracting and monitoring of consulting services, as well as product compliance.
Support in the management of audits of assigned initiatives.Provide assistance in the financial management of assigned initiatives.
Perform reconciliations to validate issued payments, as well as preemptively identify requests that present problems.
Support the implementation of contingency measures in the event of financial execution difficulties that may arise
Support the generation of financial reports from UNDP systems.
Institutional Agreement
The Administrative Assistant will report to and work under the supervision of the project’s Administrative and Financial Analyst, ensuring teamwork and information exchange among all project stakeholders.

NPSA Successful Minimum Qualifications
Minimum Academic Requirements
High school graduate, preferably as a commercial expert and public accountant or other related administrative-financial areas;
Intern or university graduate in economics and/or administrative sciences: business administration, finance, public accounting, and related fields. This is an advantage.
Minimum Years of Relevant Experience
Minimum 5 years (with Secondary Education) or 2 years (with University Degree) of relevant experience in project management.
Experience in managing cash disbursement requests and settlements to partners and/or counterparties;
Work experience in support of the purchasing/acquisition process of goods and/or services;
Experience in contract administration and payment management; consulting services; and supplier services for goods and/or services;
Required Skills
Knowledge of administrative/financial systems, such as UNDP’s Quantum system, is an advantage
Knowledge and/or experience in methodologies for designing, monitoring, and evaluating policies and/or projects will be valued.
Solvent handling of Microsoft Office.
Desired Skills in addition to the competencies mentioned in the Competencies section
