OFFICE/UNIT/PROJECT DESCRIPTION

Through the Electoral Cycle Support Project in Honduras for Transparent and Peaceful Elections (EUROELECT-H), funded by the European Union (EU), UNDP Honduras seeks to improve the efficiency and credibility of the country’s electoral system and foster citizen participation. This project focuses on inclusion, accountability, and conflict prevention, promoting the participation of traditionally discriminated groups in Honduran society. Specifically, EUROELECT-H will implement a series of activities to strengthen the institutional capacities of electoral bodies, improve transparency mechanisms, and foster a culture of peace and reduce electoral conflicts.

In this regard, EUROELECT-H, with the support of the Spanish Agency for International Development Cooperation (AECID), will assist the National Electoral Council (CNE) in implementing the eMonitor+ system, an automatic social media monitoring tool. This system, developed by UNDP, will enhance the CNE’s analytical capabilities in detecting political polarization, disinformation, hate speech, and technology-enabled gender-based violence.

The eMonitor+ platform is designed to monitor digital media using artificial intelligence (AI). Its goal is to identify irregularities, misinformation, hate speech, and violence against women. Using machine learning, it crawls and analyzes online content, generating graphical representations for data visualization and reporting. Online content can be added to the system in two ways:

Manually , by a team of trained human monitors.
Automatically , by tracking platforms like Facebook, Instagram, Twitter, YouTube, and various news websites.
While data processing by the eMonitor+ system is carried out using open-source machine learning algorithms for hate speech detection, thematic classification, sentiment analysis, and image and video source tracking, it requires a human team for its administration. For this reason, the hiring of three eMonitor+ Information and Monitoring Assistants is planned.

SCOPE OF WORK

The person selected for this assignment will have the following tasks to perform within the framework of this assignment:

Data analysis support: Apply analytical methodologies, some based on interaction with artificial intelligence models, to analyze and monitor digital content related to electoral disinformation and the presence of hate speech and gender-based violence in the electoral sphere.
Support in the design of knowledge and dissemination products on information pollution in electoral contexts: Systematization and aggregate analysis of data for the production of knowledge products that analyze discursive trends, as well as the preparation of documentation and audiovisual material as required.

Support and participate as needed in the National Coalition for Information Integrity (CNII) initiative by assisting in the coordination, planning, and presentation of eMonitor system results during recurring multi-stakeholder meetings during the 2025-2026 period.

Handling remote work tools such as Microsoft Teams, cloud storage, and collaborative work tools.
Handling of traditional Microsoft Office tools: Word, Excel, PowerPoint.
Outlook email management and its features.
Management of databases and quantitative analysis tools.
Desired skills and competencies

Experience in qualitative and quantitative research will be valued positively.
Experience in writing data-driven reports will be valued positively.
Knowledge of Power BI (or similar), the ICT ecosystem, or similar platforms will be valued positively.
Required language(s) (at working level)

Fluency in Spanish (spoken and written). Knowledge of English is a plus.
