Legal certainty and consistency in citizen identification are pillars of good governance and efficient service delivery that benefit the population, especially those sectors of society that need them most, whether from government and/or private institutions. Based on the above, the National Registry of Persons (RNP) has prepared a 2020-2024 Institutional Strategic Plan (PEI) informed by the diagnostic recommendations, but challenges remain.
The PEI establishes a roadmap to modernize the RNP and its services, aligned with Honduras’ Digital Agenda. The key strategic objectives are: (i) Strengthen the civil registry to guarantee the legal identity and inherent rights of every natural person through the timely registration of vital events; (ii) Strengthen identification processes to enable the exercise of rights, including the identification of minors between 6 and 17 years of age; (iii) Strengthen file and data management to ensure the proper updating, safekeeping, security, preservation, restoration, and protection of RNP data; (iv) Strengthen the RNP’s management, administrative, and operational capacity under a results-based management approach; and (v) Implement an interoperability platform to improve service delivery to the public and private sectors.
The main objective of the Honduras National Civil Registry and Identification Ecosystem Strengthening Project is to strengthen the national civil registry and identification ecosystem by improving the birth registration and child identification process, and facilitating people’s access to public and private services.
The project aims to cover the registration process with biometric characteristics (facial, fingerprints and/or plantar) of approximately 3.4 million children and adolescents (NNAs), comprised in the demographic group between 0 and 17 years old.
The expected results of this project are: 1) Ensure the proper registration, registration and identification of newborns through the reinforcement of timely, universal and free registration action in 52 hospitals and health facilities nationwide (public, IHSS and private); 2) Enrollment with facial and fingerprint biometric characteristics of approximately 2.4 million children between 6 and 17 years old through agreements with SEDUC, SESAL and registration of children in special situations of vulnerability through the Timely Identification Network (RIO) and mobile brigades; 3) Delivery of children’s identification cards to approximately 2.4 million children between 6 and 17 years old; 4) Develop the legal, regulatory and technical framework to implement a National Identification Ecosystem (interoperability, innovation), promoting transparency and efficiency in the RNP service model. 5) Carry out initiatives to promote registration culture.
For this purpose, it is necessary to hire an officer in the area of planning, monitoring, and learning to ensure the proper management of the initiatives planned in the project and within a teamwork framework.
Scope of work
Aim
Planning, monitoring, and accountability of the actions required to ensure effective project management.
The candidate selected for this assignment will have the following tasks to perform:
Functions
1. Support effective project planning to achieve results:
Preparation/updating of the Annual Operating Plan (AOP) based on the approved project document, as well as the corresponding Procurement and Contracts Plan (PAC).
Coordinate the management of events and activities related to planning, monitoring, and learning with the project team.
Collect and analyze relevant thematic information related to the project components.
Support the development of Terms of Reference for specialized consultancies for individuals or services. Manage the follow-up of the administrative team for these consultancies, their deliverables, and reports when applicable. Prepare and attend working meetings relevant to their area—whether inter-agency, inter-institutional, national, or local meetings, workshops, courses, and events required to achieve the objectives of the assigned initiatives.
Establish and maintain close coordination and communication with those responsible for project implementation.
Establish and maintain alliances with strategic stakeholders (government entities, partners, the private sector, civil society, and academia as required).
Preparation and follow-up of Letters of Agreement or Understanding for actions to support project implementation, if required.
Maintain close coordination and communication with the UNDP operations unit for the project’s administrative, financial, and logistical actions.
Evaluate opportunities for resource mobilization and strengthening strategic alliances.
Implement project closure actions, which may include final reports, final budget reviews, preparation of technical documentation for public access, closure events, communications and visibility, as well as proposals for future actions on new related projects.
2. Coordinate the monitoring of activities and periodic evaluation of the assigned initiatives:
Updating the project management module in the UNDP QUANTUM system and updating the monitoring tools (quarterly).
Updating project risks for presentation at the project meeting, and defining and implementing corresponding mitigation strategies.
Systematization of information for communication and visibility purposes.
Organization of accompaniment and monitoring missions.
Effective monitoring and follow-up of the indicators established in the project.
Monitoring and follow-up of the project’s environmental and social commitment plan.
Identify and document key success or failure factors in project-driven processes and propose necessary adjustments.
Support the preparation of project evaluation processes if required (ToR, identification and recruitment of experts, organizing missions, participating in missions and discussions with evaluators).
Provide substantive input to evaluations. Prepare management responses and action plans to address recommendations.
Responsible for ensuring the implementation of audit and evaluation recommendations.
Preparation of periodic reports required by project donors.
3. Technical Assistance and Quality Assurance
Provide technical guidance and mentoring to national counterpart teams to develop their capabilities in the technical aspects of the project.
Support for the project’s technical staff, ensuring the relevance, effectiveness, and efficiency of the actions carried out within the framework of the project.
Ensure that initiatives are implemented with the effective participation of the intended national and local stakeholders.
Facilitation of knowledge creation and management, focused on a synthesis of good practices and lessons learned related to the project.
Institutional Agreement
The Planning and Monitoring Analyst will report to and work under the supervision of the project’s Lead Technical Specialist, ensuring teamwork and information sharing among all project stakeholders.

Required skills and experience
Education
An advanced university degree (Master’s or equivalent) in Business Management and Administration, Economics, Finance, social sciences or related fields is required, or
A university degree (Bachillerato Universitario) in Business Management and Administration, Economics, Finance, social sciences, or related fields, combined with two years of relevant experience, will be favorably considered in lieu of a Master’s degree.
Years of relevant work experience
Applicants with a master’s degree (or equivalent) in a relevant field of study are not required to have professional experience.
Applicants with a bachelor’s degree (or equivalent) must have a minimum of two (2) years of experience in strategic planning, design and project management.
Additional requirements
Proven ability to write, edit, and produce results-focused written reports.
Mastery of MS Office, efficient handling of Excel, Word, PowerPoint.
Excellent communication and coordination skills, as well as a strong capacity for synthesis and content writing, with the ability to express ideas and articulate messages addressed to different groups.
Skills such as creativity and innovation, flexibility and a proactive attitude.
