How can you make a difference?

Under the supervision of the Health and Nutrition Specialist, the Health Officer provides professional technical, operational and administrative assistance throughout the programming process through the application of theoretical and technical skills in researching, collecting, analyzing, and presenting technical program information while learning organizational rules, regulations and procedures to support the development and formulation of the Health & Nutrition Program within the Country Programme.

Key Responsibilities

1. Support to program development and planning

Provide professional technical assistance in the preparation of the Situation Analysis for the health programs development and management by collecting and analyzing data and monitoring implementation progress.
Contribute to the identification of critical intervention points and measures by administering a consistent and transparent monitoring system.

Analyze regional and country level socio-political-economic trends and their implications for ongoing programs and projects.
Prepare technical reports and inputs for program preparation and documentation, ensuring accuracy, timeliness and relevancy of information.
Draft or prepare program work plans as required.
Propose adjustments/changes in work plans.

2. Program management, monitoring and delivery of results

Monitors program implementation progress and compliance. Monitors the allocation and disbursement of program funds, making sure that funds are properly coordinated, monitored and liquidated. Takes appropriate recommendations or actions to optimize use of health program funds.
Undertakes field visits to monitor and assess program implementation and decide on required corrective action.

Collaborate with partners to carry out a rigorous and transparent approach to evaluation and participate in the major program evaluation exercises in consultation with other program and management areas to improve efficiency and quality of program delivery.
Participate in annual sector review meetings with government counterparts.
Collaborate and prepare annual program status reports in a timely manner, as required.
Prepare inputs for sectoral program donor reporting.

3. Rights-Based and Results-Based Program Management Approach

Provide professional technical assistance in preparing viable recommendations on project implementation, alternative approaches, new initiatives and optimal utilization of resources that contribute effectively to the fulfillment of the rights of children and women.

4. National and Local Capacity Building/Sustainability

Provide health government authorities, and others as needed, with technical assistance and support in planning and organizing training programs for the purpose of capacity building and program sustainability.
Promote and maintain the building and reinforcing of the commitment and institutional capacities of the national and local partners by identifying these partners and partnerships and providing continuous support, coordination and collaboration for sustainability.
Provide technical and operational support to government counterparts, NGO partners, UN system partners, and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes, and best practices on health-related issues to support program implementation, operations and delivery of results.

5. Partnership, Coordination and Collaboration

Facilitate partnership and collaboration with internal and external counterparts, including those of the UN and national partners, in order to improve the ability to collect and disseminate development data and information, exchange information on programme/project status and implementation and movement/distribution of supplies. Establish and maintain linkage to the Program Knowledge Network to ensure the availability of current and accurate program data.

Collaborate with the Operations Section to establish and maintain sound internal controls supportive of programming endeavours and to coordinate financial and supply management requirements and accountability. Coordinate with the Health & Nutrition Section the allocation and disbursement of funds ensuring they are properly coordinated, monitored and liquidated in accordance with the program budget allocations (PBA).
Provide professional support in the provision of technical advice, negotiation, advocacy and promotion of the health program level goals, leading to agreement on practicable and priority actions to be supported by the UNICEF programme.

Minimum requirements:

Education: A university degree in one of the following fields is required: public health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology, nursing, physicians or other health related sciences is required.
Work Experience: A minimum of one year of relevant professional work experience in public health planning and management and/or in relevant areas of population, maternal and/or child health care or health emergency/humanitarian preparedness is required.
Language Requirements: Fluency in Spanish and Proficient English is required.

Desirables:

Developing country work experience and/or familiarity with emergency.
Experience in health program/project development in UN system agency or organization is an asset
