Coordinate and conduct monitoring activities within a specific coverage area and submit reports to support the effective delivery of assistance packages.ORGANIZATIONAL CONTEXT:

This position is to be filled in the CHOLUTECA sub-office of the World Food Programme. The incumbent generally reports to the Head of the sub-office. The reporting hierarchy may change depending on the size of the office.

At this level, the position holder must assume responsibility for carrying out a series of follow-up-related processes and activities that require a certain level of interpretation of guidelines and standard practices. They may also recommend a specific course of action to officials at various levels and assign tasks to other support officials.

MAIN RESPONSIBILITIES (indicative and non-exhaustive list):

Verify planned movements and distributions of food or non-food items, resolving routine issues and escalating others, as appropriate, to higher levels to ensure that the quantity distributed and the quality of the operation comply with WFP standards.
Collect and summarize data on assistance programs, collaborating where necessary with cooperating partners, conduct analyses, and prepare reports to support program reviews and informed decision-making.
Maintain contact with cooperating partners and internal stakeholders to gather feedback and comments to support program reviews and service improvements.

Suggest improvements to field monitoring processes and procedures for efficient implementation of assistance programs.
Organize regular meetings with community leaders and cooperating partners regarding the commodity supply chain, distribution agreements, food rights, and other important issues to maintain effective communication and efficient operations.
Assign tasks to other staff members and provide them with guidance and on-the-job training to support their professional development and performance.
Provide standard training to cooperating partners on WFP operational practices and monitoring tools and methods to assist them in independent self-monitoring and contribute to WFP’s visibility in the areas covered.
Prepare field mission reports to document program implementation.
Follow established emergency response processes and procedures related to food assistance in emergencies.
OTHER JOB REQUIREMENTS (details to be determined by the job manager)

Provide support to partners or counterparts in accordance with the guidelines established by each program, when required.

Applies knowledge of WFP’s performance management system to manage resources and relationships and to implement follow-up actions or conduct clear and accurate evaluations of operations, programs, or processes based on compliance with WFP’s quality standards for monitoring and/or evaluation.
Qualitative versus quantitative methodology

Understands established data collection methods and instruments and applies them, combining them appropriately, to direct monitoring, review, or evaluation tasks, in line with WFP’s strategic and operational results frameworks (metrics), guidelines, and technical standards.
Data analysis and visualization

Collects and summarizes program data, including information on shipments, distribution site logistics, the status of people in need, and intended and actual beneficiaries for all program assistance modalities and activities. Program
monitoring and review

Gathers, organizes, and facilitates data on program outputs, processes, and outcomes, including distribution plans and the status, quantity, and quality of food and cash distributed and technical assistance provided.
Communication and teamwork

Demonstrates the ability to work as part of a team and has effective communication, interpersonal, and professional skills with all stakeholders involved in the processes implemented by WFP.
Desirable experience for this role:

Experience in collecting data on program outputs and outcomes, conducting quantitative and qualitative analyses, and communicating findings to management, partners, and other stakeholders.
Experience using WFP monitoring and evaluation systems and standards.
Experience in community development work, coordinating with various stakeholders on projects focused on food security, nutrition, emergencies, and social protection.
Valid driver’s license (current).
Experience operating vehicles with manual transmission.
MINIMUM STANDARD ACADEMIC QUALIFICATIONS:

Training:

Completion of secondary education. A post-secondary education certificate in the relevant functional area will be considered.
Languages:

Fluency in Spanish (Level C) and working-level English skills to read WFP materials and policies (desirable).
